Going page by page, Bainbridge City Manager Chris Hobby detailed to council members Tuesday the proposed $8,781,772 general fund budget.

In a new twist, Hobby gave the council three budget drafts. Each includes various options, with the main differences being if or how much the 154 full-time employees would receive pay raises, and if or how much the city will spend on July 4th entertainment.

Hobby told the council that the three budgets (which are on the city’s Web site, www.bainbridgecity.com, or at City Hall and the library) are the starting points to passing one by Oct. 1.

Hobby even proposed that the council may consider giving the city’s hourly employees pay raises, or that its top seven managers forego one.

If all the employees were to receive a 3 percent pay raise, it would increase the current payroll by $175,589, from $5,865,833 to $6,041,422.

If the top seven managers, which include the city manager and the division directors of Public Safety, Public Works, Leisure Services, Finance, Utilities and Community Development, forego a pay raise, it would shave that down by $16,128, or 9 percent of the cost for the raises.

Hobby also said the July 4th celebration could be completely eliminated, saving $42,800. Other options could be to spend $15,800 on fireworks but eliminate $19,000 for entertainment or $8,000 for use of a professional sound system.
